Rossmoor Fund Founder
David H. Smith
Background & Community Leadership
Founding director and president of the Rossmoor Fund for its first nine years, David Smith was a member of the Board of Directors of the Golden Rain Foundation, the governing body of Rossmoor in Walnut Creek, California from 2005 – 2011 and served as its president for three of those years. While living in Rossmoor, he was the chairman of the Golden Rain Foundation Finance Committee and was also a member of the Board of Directors of Hospice of the East Bay. In 2015 Mr. Smith was honored by Diablo Magazine with its Threads of Hope award for his community service.
Why He Founded It
As a longtime leader within the Golden Rain Foundation Board of Directors and chairman of its Finance Committee, David H. Smith saw firsthand that many Rossmoor residents were living on fixed incomes. He recognized that a sudden medical emergency, a severe rent increase, or an unexpected crisis could force vulnerable seniors out of the homes and community they loved. Realizing that traditional safety nets often fell short, David envisioned an independent, community-driven charitable entity. In 2009, he established the Rossmoor Fund, a dedicated 501(c)(3) public charity structured specifically to ensure that neighbors could directly help neighbors maintain their independence and dignity close to home.
Original Purpose
The foundational mandate of the Rossmoor Fund was clear: provide short-term emergency financial relief to residents facing severe, unforeseen hardships. David designed the organization to act with swiftness, absolute confidentiality, and profound compassion. The original purpose focused on bridging immediate gaps, covering critical medication costs, urgent health procedures, utilities, and emergency housing stabilization, ensuring no resident had to face a crisis entirely alone.
Growth Since Founding
Under David's guidance as president for its first nine consecutive years, the Rossmoor Fund transformed from a localized grassroots concept into a foundational community institution. David established standard, legally compliant board policies and rigorous financial auditing frameworks. Over the years, community trust grew, leading to expanded support through local donations, memorial tributes, and legacy estate distributions that secured the Fund's long-term operational viability.
Programs Launched
David championed the expansion of the Fund's reach beyond individual emergency cash grants. During his tenure, the organization developed and launched collaborative Community Enrichment Grants. This allowed the Fund to systematically back critical local initiatives, including specialized transportation options, senior accessibility services, and local community resource navigation networks.
Historical Grants and Dollars Helped
From its inception in 2009 through David's retirement from active leadership, the Rossmoor Fund successfully coordinated hundreds of individual aid distributions. Under his stewardship, the organization safely deployed critical financial resources straight back into our 1,800-acre community, providing an unyielding safety net that directly preserved the safety and quality of life for hundreds of our most vulnerable Rossmoor neighbors.
